Description

Established through Measure J (passed November 2020), the Los Angeles County Care First Community Investment (CFCI) Initiative invests approximately $300 million annually to support community-based alternatives to incarceration. The Justice Care & Opportunities Department (JCOD), guided by a 25-member Advisory Committee of individuals with lived experience, labor representatives, and County stakeholders, administers funds through Third-Party Administrators (TPAs) and County departments partnering with community-based organizations.

The purpose of these funds is to support programs and services intended to achieve measurable outcomes that advance the priorities of CFCI, including but not limited to improving access to services, reducing disparities, strengthening community capacity, and demonstrating effectiveness through data and performance reporting.  United Way of Greater Los Angeles (UWGLA) serves as a County TPA, redistributing funds to eligible community-based organizations, expanding equitable access to funding, and providing capacity-building support to sustain long-term operations.

United Way of Greater Los Angeles (UWGLA) has released this Request for Proposals (RFP) to distribute CFCI funds to eligible community-based organizations providing services in Los Angeles County within strategy 2. This RFP will fund Economic Opportunity and Sustainability: Focus on services and programs that increase economic, employment and entrepreneurial opportunities for criminal justice system-involved individuals and others from historically underserved communities. Specifically, the services may include, but are not limited to, supporting small business development, entrepreneurial training and support, marketable skills development and employment opportunity linkage efforts.
